Why is there so little sex workers in Montreal compared to Toronto?

I've been visiting Montreal thinking its the sin city of Canada but turns out Toronto has a a muuuch bigger scene. What's the deal? Don't get me wrong, obviously Toronto is bigger, but its only about 10 Torontonians to 6 (I'm including metro as well). Are habs just easier to bang compared to Torontonians?

Toronto is a very different place, besides being much larger. The mentality is different, people are colder, they seem more business focused, superficial and alienated from each other. I imagine the dating scene there must be hellish
