As we all know, Biden gave a fantastic performance in his first press conference. But there's always room for improvement.

Your article doesn't actually say that, though. The author guesses that is what is happening. We don't know where the SUV is at all and no evidence is presented that Buttigieg was driven, got out and faked the rest of his trip.
I think Pete's a pretty "optics-focused" guy so it is entirely possible that's what is happening here. But your link doesn't actually show any proof. It just shows him getting his bike out of a car somewhere.
