Before Biden, I had never seen a president during a press conference use cheat sheets summarizing his own policies along with printed lists of the names and faces of reporters. Though since Biden has resorted to plagiarism a few times, I guess his use of cheat sheets should not be a surprise.
His staff figured that using cheat sheets would be less embarrassing than having him commit lots of misstatements and gaffes (though he still committed a few). Biden was never smart and now his cognitive abilities are clearly in steep decline.
