One the conclusions is that in his first Presidency, tariffs were used as means of negociations for giving favors to business that contributed to his elections funds. Je gave exemption to a Russian subsidiary steel company sanctionned.
Plenty of other exemples.
Now, he use his spending powers to punis Universities that didn't agree with his opinions.

lol. well, I don't think the fed level funds were funding the private university day-to-day ops, (that would be horrid) i think it's a culture of funding for one thing, the common 'studies' the schools would be able to do. i'm not a expert on this topic but it seemed

like a medical arm of a given university would be able to perform scientific studies they otherwise would have to use their own money for, they got 'used' to that and dependent on that.

it's like certain schools got so used to revenue from allowing abundance of foreign student enrollment... now they are dependent on it nearly... or a city that got addicted to tourism... city govt loves it for the revenue,. .locals hate it.
