Not sure but I think it's only for the threads you "watch" or visit often.

You will see Jump to new only if there is a new post since your last visit in the thread.
It is related to the number of post or thread you edit.

If I visit a thread with no new posts since my last visit, is there a more efficient way to immediately jump to the more recent or latest post without having to scroll all the way to the bottom of the first page and then select the last or nearest-last page number? I know, 1st world problems, but just thought I’d ask …
Instead of clicking on the thread title, just click further down where it says the day and time of the last post.
I had no idea that portion was even clickable - excellent advice, works great, thank you !
