Technically they are. I was using the term in the broad sense of its definition, which is: "the civil force of a national or local government, responsible for the prevention and detection of crime and the maintenance of public order."

They are federal police charged with enforcing immigration laws. In other words they "police" immigration laws. While they are not charged with enforcing traffic laws, they do have the right to take appropriate actions to remove persons who are hindering their investigations. This thread is about the appropriateness of those actions.
