It's part of Asian snack culture. But there in Japan, gifting is a cult itself. You have tons of box and wrapping for nothing really spectacular. It's just in Asian culture gifting and how the gift look is part of being polite or respectful of the person receiving it.
I remember I had a client who lived in Singapore bring me a box of pineapple jam cookies. He said a lot of people didn't love them, but he wanted to show me something from where he lives. The packaging was really nice and I still use the box to store beads for my jewelry making. This is actually one of my favorite presents I received even if it doesn't seem like a big deal.Well

Only few well known snacks will be bought at a specific location like the Tokyo banana although it is widely available at the airport too
