It is not to be taken for granted that just because there is no exploitation of minors that LE will not go after the clients. This is a case of selective enforcement. Agency in itself is illegal even before Bill C-36. The clients have committed a crime. It is kind of the same principal with driving and going 20kph above the limit, most police do not bother but if they want to give you a ticket they can and it would apply. Right now governments in Canada are not actively busting on agencies but that could change at anytime. Police do have the resources to go after the clients, where there is a lack of resources is at the prosecutions office. Still this would not stop police, governments in Canada seem to want it hidden and out of public spot light, so long as there are not crimes being committed like human trafficking and the exploitation of minors they will let it be. But that could change at anytime.

Chasing down clients isn’t a top concern, unless minors are involved. If underage individuals are found, the situation changes dramatically. Authorities will aggressively investigate and prosecute everyone involved, including clients. That’s one line that law enforcement does not overlook.
Here’s where I think one of the greater risks for clients lies: the fact that clients are effectively depending on agency owners/recruiters to operate responsibly and stay on the right side of the line — including not recruiting minors, misreporting ages, coercing vulnerable individuals, dealing drugs, etc.

I am no lawyer but we can look to the US who were successful to bust almost all agencies. Maybe some American members here can confirm this?
Let’s be honest, American laws are generally stricter than Canadian ones, particularly when it comes to issues like prostitution. In provinces like Quebec, authorities often turn a blind eye unless criminal elements such as underage involvement or pimping are present. As long as agencies pay their taxes and operate within certain lines, enforcement is minimal. Corruption and selective enforcement seem to be part of the system. Realistically, Quebec has become the capital of prostitution in Canada. Just as the government has commercialized and regulated gambling and cannabis for revenue, mark my words it's only a matter of time before prostitution is fully legislated for financial gain. Quebec already has an overwhelming number of gambling establishments more than any other province I’ve seen. It’s baffling how the government supports gambling, given its devastating social impact: economic hardship, addiction, depression, and even suicide. But at the end of the day, it’s all about money in this province. I understand many won’t agree with me, and that’s fine freedom of speech is one of the few things that still makes Canada truly great.
