I see it as a euphemism. It's a word that we rarely heard in this context in the past. We had boyfriend/girlfriend or husband/wife. It seems to me that people who use the word partner are trying to avoid having to admit that they are indeed in a romantic relationship.

I find it odd that people increasingly refer to their boyfriend or girlfriend as "partner".
