Yes you are technicaly correct.
Unless you are the prime minister, I highly doubt any competent prosecutor would move to Indict a regular Joe, moving to trial without preliminary hearing, without establishing burdon of proof and making it a public case. Not to talk about the tax payers money that would be involved.
To witch the defence would delight in dismantling it. Even if you agree to something over the phone, over the text, there is always things you can do or say to defend it. And you are innocent until prooven guity beyond any resonable doubt.

That’s misguided. Many agencies in NYC and NNJ have been operating for years, without incident. Oftentimes those that got busted did something stupid.

Was this a zero risk business proposition before these news stories? If you choose to be a client you accept some risk. And always did. For the 20 years I was actively involved I was keenly aware of risks I was taking. I sought to minimize the risks by doing common sense things like using burner phones, not making a lot of noise, doing business with reputable providers or agencies, and in the case of doorman buildings I stayed at, behaving very discreetly.

Nothing has changed. There have been a few news stories. No clients have been charged. There is nothing from which we can conclude that the risk is higher now than it ever was before. Nothing.

Statistics need to be based on data which is available as evidence. There is no new evidence of any client arrests. There is no basis for new probabilities or odds. It's the same as it always was. Has the Colonel said in the crack down reccored by the journalist, with women democratisation on all type of activities, sports, rights, income, professions, certain types of criminel activites are getting mainstream aswell and the barrier of genders are falling down.
